The Earth's Dragon Balls were created by Kami. While extremely powerful (they can grant riches, restore lives, etc.), but they do have some limits. They cannot grant a wish greater than the power of their creator, they will not grant the same wish twice (thus they can only bring a person back to life once) and they will lose their power when their creator dies. When Piccolo dies in the battle with Nappa, Vegeta figured out that because Piccolo was a Namek, and the dragonballs were on Earth, maybe on Planet Namek, there must be another set of dragonballs which might be the original ones. When Vegeta decided to collect them there, he found out that Frieza was already on his way there- on the Planet Namek! Vegeta decided to let Frieza collect all of them and then he can steal from him all at once. The Namekian people were peaceful and each village had an elder who had a responsibility to take care of a dragonball. But when the evil forces come, they had to give since they were no match for them! Piccolo and Kami are from the Planet Namek but now live on Earth. Not aware of their heritage, Kami instinctively creates Dragon Balls similar to the ones on Namek, Kami exhibits the same peace-loving characteristics of most Namekians, and Piccolo demonstrates the regenerative capabilities. Both sets of Dragonballs - the Earth's and the Namek's - were very useful because a set came handy when the other one was gone because the creator died. Not after long, during the beginning of the Cell Saga, Kami decided to unite with Piccolo again because he knew that then they will be very powerful forces and will be able to defeat Cell. After they united, the Earth's Dragon Balls disappeared because Kami was using Piccolo's body and so his body was gone. But then, Goku went to the new Planet Namek of the Namekians and asked them to have someone to be the Guardian of The Earth. All of that big crowd, a little boy appeared who knew that he had the powers to create Dragon Balls. His name was Dende and he became the new guardian.
